John Shattuck
John Shattuck was hired by the BCA Board of Directors in April of 2002. Before April John worked for the Department of Labor as an assistant to the Commissioner and as the Director for the Bureau of Rehabilitation Services. John holds a Master’s Degree in Deaf Rehabilitation from New York University, and began his career in Maine State government in 1979 as a Rehabilitation Counselor for the Deaf. John lives in Newcastle with his wife Kathleen and three children, Morgan, Collin, and Michaela.

Mary Goodheart
Mary Goodheart began her job as the administrative assistant in July of 2002. Before working for the BCA Mary worked for the Department of Labor’s Division of Deafness for 25 years and as the assistant to the Director of the Bureau of Rehabilitation Services for 5 years. Mary will assist John in the day to day operations of the BCA and will provide administrative support.

Michael Germano
Michael Germano – Michael is a deaf lawyer from Connecticut. He has been living in Portland, Maine for the past two years. Michael graduated from Gallaudet University with a B.A. in Psychology in 1994, from Quinnipiac College School of Law with a Juris Doctor in 2000 and from Georgetown University Law Center with a Masters in Tax Law in 2001. He is currently licensed to practice law in the State of New York. Mike’s background includes working as an intern at Maine Center on Deafness and also as an intern at Quinnipiac College School of Law.

Echo Smith
Echo Smith – BCA Claims Consultant, is a native of Maine. Her background includes working at Goodwill as a program manager of the Community Support Deaf services as well as a mobile outreach clinician for Ingraham and Crisis and Counseling. Echo also worked as a crisis intervention specialist for Aroostook Mental Health. Echo received a BA in psychology from the University of Maine in 1997 and holds a Mental Health Rehabilitation Technician certification.
